Good morning! Read Psalm 14:1.  The writer is not suggesting the "fool" has a lack of knowledge, but simply a failure to acknowledge God in a trustful manner.  Here, there is a moral assessment being made, and not necessarily an intellectual one. It is when God is not acknowledged that misguided priorities and behaviors are practiced.
